LD20 Activist Wes Harris: Councilman Sal DiCiccio has informed me that beginning this year the City Council meeting time was changed from 3:30 to 2:30 PM. You may recall that prior to the election of our current Mayor, the Council voted to move the time to 5:30 so more citizens could more easily attend. Apparently this administration does not feel the need for us to be there so they have made it more difficult by changing the time to be insensitive to working citizens and also upped the cost and time length of parking meters down town. That said, please also note that there is heightened security (the TSA techniques) so you will need to get down town about an hour early (1:30) in order to get in line for the security check.
One more word about City Government...given the continued low turnout at the polls for city elections (held in August in off years) we have the government we deserve...one that could care less about what we think. If this latest move on top of forcing us to open our restrooms to trans genders coupled with a $35.5 Billion bond debt we all will have to pay for light rail that is used by less than 10% of us, we all most start focusing on what this runaway government is doing to us. Arizona Superintendent of Public Instruction Diane Douglas shared her thoughts on the release of the Arizona Department of Education (ADE) Educator Retention and Recruitment Task Force’s second report on the state of Arizona’s teacher shortage.
“All of my efforts as Superintendent are driven by the idea that Arizona children should leave school with the knowledge they need to determine their future, achieve their goals and be successful citizens,” said Douglas. “Unfortunately, without highly effective teachers in every classroom we will always fall short of that goal. My hope is that by working together, we can use this report to end the teacher shortage and give our students the best education system in the nation.”
The Educator Retention and Recruitment Task Force, which is composed of ADE staff, school and district personnel and other education stakeholders, was established to identify issues causing the shortage of teachers and to share ways we can all work together to address the problem.
Included in the latest report are in-depth analyses of four critical factors that relate to strong educator retention and recruitment. These include economic impact; salaries, experience and quality; professional learning; and promising practices. Also discussed are several projects and efforts at the Arizona Department of Education that will support schools in their retention and recruitment efforts.
Educator retention and recruitment was a key component of Superintendent Douglas’ AZ Kids Can’t Afford to Wait! Plan, which was released on Oct. 1, 2015. The plan included proposals for increased teacher salaries, enhanced preparation programs and strengthened teacher mentoring structures.
LD21 SenDebbie Lesko’s Legislative Update - Our legislative session started on Jan 11, the governor released his budget proposal on Jan 15, and I’ve introduced legislation to help my constituents and the state.
1. The State Budget: The Good News: After years of struggling with structural deficits, we are headed in the right direction. We have gone from a deficit of $3 Billion in the depths of the recession to a positive cash balance of $600 Million, plus we put away $460 Million in a Rainy Day Fund.
The Cautionary Tale: The state’s non-partisan budget analysts caution that we should increase ongoing spending by a maximum of $26 Million if we want to stay structurally balanced in future years. Thus, calls for huge spending increases to replace cuts we made during the recession will put us back in the same spot we were before.
2. Pension Reform Legislation: After a year of meetings with stakeholders, we have reached a deal to reform the police and firefighter pension system to make it sustainable for the employees and to protect the taxpayers. I hope to report successful passage of the bill. If passed, Arizona will lead the nation in pension reform.
3. Child Safety Legislation: I sponsored SB1142 to protect children and to help the Department of Child Safety reduce their backlogged cases. As of December, there were still 14,000 cases unresolved and we do not know if the children involved are safe or not. The legislature gave the agency $45 Million over the last two years to eliminate the backlog and it is still not done. My legislation requires the Department of Child Safety to outsource the backlogged cases to professional private providers. The legislation has the support of virtually every senator.
