The 6th Annual Emancipation Proclamation Observance Day & Black History Month Celebration (EPOD/BHM) was held between noon and 4 pm., Sat., Feb 24 at Eastlake Park in downtown Phoenix. The event was presented by the Arizona American African Republican Committee (AAARC). AAARC was founded in 1995 by well-known and respected former AZGOP Chairwoman Dodie Londen. Highlights of the event can be viewed at the AAARC's YouTube channel HERE. AAARC Chairman Rev Clyde Bowen sends a special "Thank You!" to everyone who helped make this year's event possible. AzCDL Legislative Update: A list of all the bills we are monitoring are can be found at our Bill Tracking page. The following is the status of key legislation.
HCR 2002, a proposed ballot measure that would remove the upper age limit for militia members, passed out of the House and was transmitted to the Senate on February 26. It has been assigned to the Senate Commerce and Public Safety (COMPS) committee.
HB 2059, a companion bill to HCR 2002 which would establish the "Arizona Citizens Marksmanship Program" for militia member training and equipment, passed out of the House Federalism, Property Rights and Public Policy (FPRPP) committee on Tuesday, January 30. It will need to pass out of the House soon to remain viable.
HB 2172, which would prohibit most Arizona colleges and universities from banning "non-lethal" weapons passed out of the House and was transmitted to the Senate on February 16. It has been assigned to the Senate Education committee.
HB 2211 is an AzCDL-requested bill that would exempt your firearms from a personal bankruptcy process. Thanks to those of you who contacted their legislators, HB 2211 passed out of the House and was sent to the Senate on February 16. It has been assigned to the Senate Judiciary committee.
HB 2535 would add language to the statutes regarding the Department of Child Safety that "Notwithstanding any other law, the Department, the Director, a Child Welfare Agency or a Governing Board of a Child Welfare Agency may not adopt, implement or enforce a rule or policy that relates to the possession, transfer or storage of a firearm." Thanks to your RTS activism, HB 2535 passed out of the House Judiciary committee on February 14. To proceed, it needs to be heard in the House Committee of the Whole (COW). We have prepared an email for you to send to your Representatives urging them to request the House Leadership to schedule a COW hearing for HB 2535. If you have not yet contacted your legislators about HB 2535, click here to send your email.
The next critical deadline for bills is March 23, less than three weeks away. That's when all remaining House bills must pass out of Senate committees and all remaining Senate bills must pass out of House committees. These alerts are a project of the Arizona Citizens Defense League (AzCDL), an all-volunteer, non-profit, non-partisan grassroots organization.

A new bill would require current per-pupil funding information to be included in ballot materials when school districts ask for a budget increase or bond override. This simple measure ensures taxpayers are fully informed when they vote and that school districts are managing their budgets responsibly. It will create a sense of trust between taxpayers and school districts. Tell your legislators that you support accountability and transparency in Arizona, and they should too, by supporting SB 1378!

The tribal water conservation plan to put water in the river could cost AZ 800,000 AF of excess water coming out of Colorado by over conservation. It will force water rates to increase $30 million per year.We need to support the 10 major legislators who supported us on water rights for all. But the time for statements and press releases is over. The court stay that kept WOTUS at bay nationwide is gone. We need immediate legislative action from Congress - preferably in the fiscal year 2018 omnibus package - to stop this regulation once and for all. There is no reason that this whopper of a rule from the previous Administration should remain on the books. After all, Congress already passed a bill to nullify this job-killing water rule in the past – only for President Obama to veto it.”
