This past weekend was spent listening to both sides of the HB2012 dust up. Most people prefer to keep government out of private groups. Few want government telling them how to run local political or civic meetings. However, out of pure frustration at proxy harvesting by the Establishment and the “Proxy Pigs” to control internal Arizona Republican elections, LD15 State Committeeman Archie Dicksion and his limited proxy team turned to the state legislature.
HB2012, the Proxy Bill, is the direct results of the growing disgust simmering toward Establishment internal election shenanigans over the past several. Attempting to resolve the proxy problem internally, Dicksion first tried to get a “limited proxy resolution” onto the AZGOP Mandatory January 2018 meeting agenda --but ran into roadblocks every step of the way. Dicksion even had difficulty getting instructions on how to submit a resolution to the AZGOP Resolutions Committee. Based on some alleged technicality the “limited proxy resolution” he submitted was rejected.
Frustrated at the shenanigan’s, Dicksion’s team successfully gathered enough state committeemen signatures (in the early morning hours) prior to the opening of the mandatory meeting to have their limited proxy use resolution brought to the floor for an open state-wide discussion… But it never made it to the floor because the meeting room reportedly had to be cleared in preparation for the following morning’s event. (All the more reason to conduct party business during the Mandatory morning session, instead of after those windy political speeches. We all know the mind can only absorb what the posterior can endure, but the pols like to speak early and split. You rarely see them hang around for the actual business meeting!)
As a last resort, Dicksion turned the state legislature. The Bill has been gathering dust on Legislative Rules Committee Chairman Tom Shopes desk since the late February.
Suddenly, reports started surfacing this past Thursday or Friday that folks don’t want legislative control of political meetings and that the HB2012 is allegedly unconstitutional - although no “official legal opinion” has surfaced on the legality. If indeed, HB2012 is unconstitutional, why in the hell didn’t some of these knowledgeable folks inform Dicksion several weeks ago? They could have saved him countless hours of work.
In a pleasant sit down chat with House SpeakerJD Mesnard yesterday afternoon, it was pretty clear that HB2012 is dead. Just think, if the Establishment had put the proposed resolution on the Mandatory meeting agenda to be addressed internally by the state assembly in January, the issue would never have evolved into proposed legislation to begin with. LD15 PC And State Committeeman Archie Dicksion To Gov Doug Ducey, Speaker JD Mesnard And Rules Chairman Thomas Shope: This is a letter to each of you concerning HB2012 that is pending in the House Rules Committee of the State Legislature. This is a bill to limit the use of proxy’s in political parties in the State Of Arizona. It applies to the rank and file members of all political parties in the state.
This bill I am sure means little or nothing to any of the three of you, but it is of importance to precinct committeemen of all parties. Let me give you an illustration. At the state mandatory meeting of the Republican Party this past January there were 581 members present and 388 represented by proxy’s. A quick mathematical calculation demonstrates that forty (40) percent of all votes cast were by party members who were not present. How many of those persons not present reside in Maricopa county - within 20-30 miles of the meeting - and yet they did not attend. Surely they were not all ill.
They are only required to attend one meeting per year, and if they will not put forth that effort, do any of you really think they are going to put forth any effort to support your campaign for election. A person that seeks to be elected only for the title with no effort to attend meetings or to work on party projects does not only a disservice to the party - they discourage true party workers from being active. Why should I go out to work to get you elected if I am no more important to you than a piece of paper called a proxy.
The choice is yours, pass bill HB2012 and thereby cut down on the number of members that attend and vote at meeting by a piece of paper or try to get those pieces of paper to walk the streets to support your reelection. Thanks for your consideration of this issue.
Speaker Of The House Jd Mesnard: Last week the 3-9-18 briefs referenced "a state capitol insider" who claimed that I participated in the effort to push Medicaid expansion through the Arizona legislature five years ago. In describing my supposed role this individual went so far as to say "[he] helped plan the special session and for reasons unknown, he 'took cover' and ultimately voted against it. Hypocrisy at the highest level as he stood on the house floor and chastised his fellow RINO Republicans for planning the attack!" While I've become quite accustomed to liberals falsifying my record (and I generally don't bother to confront their distortions), I did feel compelled to correct this record since the above claim is being made about me to my fellow conservatives.
Anybody down at the Arizona Capitol in 2013, whether they were for or against Medicaid expansion, knows that not only is this presentation of history untrue, it is in fact the exact opposite of the truth. Far from being behind this fateful special session, I fought adamantly against it. There is a litany of evidence that will prove this, including the plenty of video footage of speeches I gave attacking the effort, which, ironically, is acknowledged by the source in the quote above. Furthermore, I subsequently joined with numerous others of my legislative colleagues in filing a lawsuit against the bill (sadly, we did not prevail before the state Supreme Court). To say that I was opposed to that special session would be the height of understatement, so to say that I was actually the one planning it is beyond ludicrous.
Since the source decided to give this account anonymously, I don't know why they believe something that is so far removed from reality. I truly hope they are simply misinformed rather than something more nefarious. Regardless, I invite them—and anybody else—to reach out to me (my cell phone is 480-447-8244) so that I can give even more detail in setting the record straight. Alternatively, or in addition, talk to the various legislators who were there at the time. Those on either side of the issue will be able to verify the accuracy of what I'm saying. You don't have to take my word for it, and please don't take it on the account of an unnamed source. Verify for yourselves.

HCR 2002, a proposed ballot measure that would remove the upper age limit for militia members, is scheduled to be heard in the Senate Commerce and Public Safety Committee on Monday, March 12 at 2 PM. You can voice your support for HCR 2002 on RTS using these simple steps. First, log into your RTS account and keep your browser open. Then, click on this link to go directly to HCR 2002 in the RTS system: https://apps.azleg.gov/RequestToSpeak/New/101805 . Click on the "For" (thumbs up) button. Unless you plan on attending and testifying at the hearing, always answer "No" to the "Do you wish to speak?" question. After voting, click on the blue "Submit" button.
HB 2172, which would prohibit most Arizona colleges and universities from banning "non-lethal" weapons, passed out of the Senate Education committee on March 8. We thank everyone who used RTS to voice support for HB 2172. You made a difference.
We cannot over emphasize the importance of RTS in committee hearings. Those that want to disarm you, backed by Bloomberg's money, fully realize the importance of RTS and are marshalling their minions nationwide to use the Arizona Legislature's RTS system to their advantage. As a result, the number of those who registered opposition to HB 2172 almost equaled those who registered support for HB 2172. If you have an RTS account, please use it to support pro-rights bills. HB 2211 is an AzCDL-requested bill that would exempt your firearms from a personal bankruptcy process. Thanks to those of you who contacted their legislators, HB 2211 passed out of the House and was sent to the Senate on February 16. It has been assigned to the Senate Judiciary committee.
HB 2535 would add language to the statutes regarding the Department of Child Safety that "Notwithstanding any other law, the Department, the Director, a Child Welfare Agency or a Governing Board of a Child Welfare Agency may not adopt, implement or enforce a rule or policy that relates to the possession, transfer or storage of a firearm." Thanks to your RTS activism, HB 2535 passed out of the House Judiciary committee on February 14. To proceed, it needs to be heard in the House Committee of the Whole (COW). We have prepared an email for you to send to your Representatives urging them to request the House Leadership to schedule a COW hearing for HB 2535.
