The first commenter makes the golden point that statistics don't actually indicate what is going on.  I whole heartedly agree. The reporter ignores a cause and effect factor operating on drug smuggling and human trafficking in Arizona, that being sanctuary city policies. As long as there are sanctuary cities or jurisdictions in Arizona they will facilitate drug smuggling into and through Arizona and the problem will persist, grow even. The Maricopa County Sheriff and the Chief of Police in Phoenix are facilitating drug smuggling into Arizona by their political stance on Immigration Enforcement. Neither would do so without the consent and encouragement of the Mayor and City Council and the consent and encouragement from the Board of Supervisors. And, I ask, is Arizona Law and what is best for the people of Arizona being ignored in this case by the Governor's office?  Silence is assent in this case. Since politics is about money and power I will leave it up to someone else to determine exactly what is guiding their decisions. It certainly is not in the best interest of the people of Arizona for this situation to continue.

Following The President’s Decision to terminate cost-sharing reduction (CSR) payments, the National Governors Association (NGA) today released the following statement: “Governorshavebeenclear: funding CSR payments is a fundamental responsibility of the federal government to ensure the stability of insurance markets and health care affordability for state residents. We are deeply concerned that the Administration has declined to continue these payments, further increasing uncertainty for state marketplaces. With this latest development, governors will intensify our efforts to partner with Congress, find an immediate bipartisan solution to fund CSRs and provide much-needed certainty for insurers and the insured. When Congress and governors coalesce around legislation to resume these payments, it is our sincere hope the President will sign and implement it. Our nation’s health care future depends on it.”

Congresswoman Martha McSally will host a roundtable discussion on tax reform at 11:30 am., Tues., Oct 17 with chambers of commerce executives to discuss a topic that will consume Washington DC for the remainder of the year: tax reform. Attorney General Mark Brnovich joined a coalition of 13 state attorneys general in urging Congress to curb the authority of federal agencies to create and enforce regulations. The attorneys general wrote to Senate Majority Leader Mitch McConnell urging the Senate to pass a bill that would amend the Administrative Procedure Act (APA), a statute which sets forth the requirements for lawful executive agency action.  “We urge our lawmakers to put politics aside and pass regulatory reform that will restore the rule of law and bring much needed economic relief to the American people,” said Brnovich. The letter states that the Obama-era executive overreach demonstrates that existing congressional, judicial, and other structural checks on the regulatory state have proven inadequate. One issue with current regulatory action highlighted in the letter is the increasing trend among agencies to make binding rules through so-called guidance documents. Federal agencies often fail to consider existing state law or the costs of regulation. The growing administrative state has resulted in a vast, unelected bureaucracy that is unaccountable to the people. In addition to Arizona, the letter was joined by the attorneys general of Arkansas, Colorado, Kansas, Louisiana, Montana, Nebraska, Nevada, South Carolina, Texas, Utah, West Virginia, and Wisconsin. Yesterday,President Trump announced two actions to stabilize the failing health care sector and help return additional free market control to patients and their doctors. The actions included an order to allow insurance companies to sell coverage plans across state lines and an order to eliminate the unlawful appropriation of cost-saving reductions to the Obamacare insurance industry. Congressman Andy Biggs statement: "I wholeheartedly support President Trump's efforts to stabilize the health care industry and lower premiums for consumers. While his actions do not take the place of real legislative repeal and revitalization of free market health care, he is doing everything possible to save Americans from crippling health care costs and decreasing quality of care. At least there is one branch of government in the Swamp that is concerned about keeping its promises to constituents. Congress should take note. Rather than idly sit back and solely allow the President to make these meaningful, yet temporary, reforms, Congress should boldly take up legislation to fully repeal Obamacare. This would fulfill our commitment and codify the President's actions. Before that could even occur, however, the Senate must eliminate its flawed and extra-Constitutional sixty-vote rule to allow for this legislation to be rightly crafted. We will not achieve the majority of our goals and agenda with the sixty-vote rule still in effect. Republican National Committee (RNC) Chairwoman Ronna McDaniel issued the following statement in response to President Trump’s reevaluation of the Iran Deal: "Since it was announced, the Iran Deal has been smoke and mirrors. Iran has continually violated terms of the agreement and increased its aggression around the globe. President Trump took an important first step today towards ensuring the safety and security of Americans both at home and abroad. His strategy will prevent one of the world’s leading state sponsors of terrorism from further developing nuclear weapons."

Supt of Public Instruction Diane Douglas yesterday announced that local education agencies (LEAs) will be notified of their Title I allocations next week due to efforts taken by the Arizona Department of Education (ADE). The State Auditor General and the United States Department of Education (ED) identified several audit findings with respect to Title I that first occurred under the previous administration in FY2013-14. ADE confirmed these findings, uncovering additional issues related to the Title I allocation process. ADE staff made LEAs aware of an issue with Title I entitlements as early as the Committee of Practitioners and Spring Coordinators meetings in April 2017. In response to the findings, ADE has established an action committee to solve the issue for this year and replaced the parties responsible for the misallocation of Title I funds. ADE additionally procured Afton Partners Inc., a third-party, independent fiscal consulting firm to analyze and validate the processes, policies and procedures used to calculate the allocations. These processes have been reviewed and validated by staff at ED.  Also, ADE’s policy manual that includes proper procedures and approval authorities are being enhanced, while specialized training of certain Title I staff and cross-training backup personnel is being developed. ADE has been working to minimize the impact to Title I LEAs as these findings are resolved, to ensure LEAs are not adversely impacted. “I am proud of my staff for working diligently to uncover and solve these issues,” Douglas said. “Fortunately, these findings have not impacted our statewide Title I appropriation for Arizona from the federal government. There is nothing more important than ensuring our most socio-economically disadvantaged students are accurately provided the resources they need to thrive.” Although all money was spent on Title I services, the misallocation may result in how future funds are allocated. ADE will continue to work in conjunction with ED to ensure all individual LEAs accurately receive the funds in which they are entitled.
