Two Former Arizona Attorney General’s – Tom Horne (R) and Terry Goddard (D) will join forces to denounce “Dark Money” flowing into Arizona at a press conference scheduled at 8:30 am., Wed., Nov 28 in the Rose Garden at the State Capitol, 1600 W Washington in Phoenix. Horne, a former Republican legislator, and Goddard, a former Mayor of Phoenix have agreed to expose and confront the seriousness of the dark money cabals influencing Arizona.

Lack Of Clear Communication from the Republican head shed (aka HQ) has created confusion among precinct committeemen regarding who and where to submit resolution proposals for both the Maricopa County and AZGOP Mandatory meetings in January. Last night AZGOP Executive Director Matt Kenney verified that LD24 Chairman Barry Wong is serving as the Resolutions Committee Chairman for BOTH the AZGOP and the Maricopa County Mandatory meetings scheduled in January 2018. Kenney said that he and Wong are finalizing the AZGOP Resolution Committee guidelines. Briefs will post them as soon as Kenney/Wong release them to Briefs.

Last Night Bruce M Piepho, Cochise County State Committeeman, sent a note to statewide county chairman saying: “I am working to restore Integrity and Trust of the PCs and State Committeemen/women in the Arizona Republican Party. One of the serious problems is a lack of cohesive, comprehendible , communication. The 11/27/2017 Briefs stated - “Proposed County Resolutions must be submitted to Resolutions Chairman Barry Wong at barry@barrywong.com by Nov 28, 2017.” He also sent a note to Wong reading: “I plan on submitting a resolution for the AZGOP mandatory meeting on 1/27/2018. I am confused and hope you can clarify my understanding of the process to submit a resolution to the AZGOP Resolutions committee for consideration at the mandatory meeting on January 27, 2018. According to the Briefs you are the Resolutions Chairman. Is that correct? What is the correct or preferred procedure to send you an email or send correspondence to some address? What is the correct dead line date? 11/28/2017 or 12/ 12 2017 (45 days before the date of the mandatory meeting?)
Piepho pointed out - According to the: Continuing Bylaws of the Arizona Republican Party approved January 22, 2011 (Article III— MEETINGS. H. Resolutions
1. Resolutions Committee -- The state chairman shall appoint a resolutions committee for each statutory organizational and mandatory meeting. The committee shall consist of one member from each county with population under 500,000 and one member from each legislative district in counties with populations over 500,000; each recommended by the respective county or district chairman.
2. Procedures --Proposed resolutions, other than memorial, may be no more than 250 words long and must be submitted 45 days before the scheduled state party meeting in order to be considered by the resolutions committee. The committee may initiate, recommend, modify or reject any resolution. Since the committee's purpose is to give the full assembly the benefit of its complete debate and mature judgment, motions to table or to close or limit debate will not be allowed. All resolutions submitted to the committee shall be sent with the committee's recommendations and vote count to each state committeeman with the notice of call of the meeting.
Piepho’s Proposed Resolution to Limit Proxy Votes
· Whereas: Current Arizona Republican Party bylaws permit a member to carry an unlimited number of proxies to state meetings; and
· Whereas: Current Arizona Republican Party bylaws permit the proxy holder to pass any or all of those proxies to other members to vote even though such permission is not contained in the Proxy, and
· Whereas: There are those who recruit Precinct Committeemen not because they will attend meetings or because they will work on party programs. They are recruited for the simple reason that their Proxy can be obtained and that allows a few people to have a large voting presence thereby controlling the outcome of elections.
· THEREFORE; As leaders in the Arizona Cochise County Republican Committee (CCRC), we are obligated to fully support our Party, platform, and its candidates. Thus fair, honest and legal usage of proxies must be held. That has not happened. So we rise and declare:
· Be it Resolved that the Arizona Republican Party shall restrict proxy carriers to a maximum of two proxies in all voting at Party meetings be they internal to the Party structure or external in determining representatives of the Party at all levels by requiring the Arizona Republican Party to amend the bylaws of Article III Section E. “Proxies” to read as follows: “No Precinct Committeeperson or State Committeeperson shall be allowed to carry more than two (2) proxies to any state party meeting and proxies cannot pass to a third person.”
Piepho says, “Every Arizona County should submit the attached resolution for consideration at the AZGOP Mandatory meeting.”

Marianne Ferrari, LD20 PC and State Committeeman: I applaud Barbara Medal for her cogent review of the continuing incursions by our elected leadership on the rights of the actual owners of the Arizona Republican Party 11-27-17 Briefs: Its members. RE: Her report that MCRC leadership has ended the longstanding practice of acknowledging comments and questions by pcs and guests at its meetings--I don’t know if bylaws give the right to exclude guests. But PCs? They are the ones who elect and have the power to remove officers. How is it they have no right to speak? This can only be viewed as another step in the ongoing takeover of all authority by the RINOs-in-Charge—an authority to which they have NO RIGHT. A fact PCs and SCs must remember: An authority not exercised is like a muscle not exercised. You lose it! The only remedy is an immediate uprising by PCs to rescind this action, and also to punish the offending officers up to and including removal. It’s the only way to put them in their place. The membership must stop tolerating this cascade of authority grabs by the leadership—county AND state: Our state RINO-in-Charge, Chairman Jonathan Lines, is now trying to grab, for the chairman alone, the right to appoint substitute state committeemen. These substitutes historically come from the list of alternates left over from the previous SC election, or the LD chair appoints them. Think about the power being usurped, here, by the state chairman: SCs are the ones who elect the state officers. They vote for or against bylaws. But Lines appointees won’t vote against the chairman, will they? Multiple dangerous bylaws changes are pending, which remove even more of the rights of the membership. One of them specifically cancels the bylaw that I followed in organizing a special meeting to remove Chairman Lines! Already, we are not bottom-up, anymore. Soon we will lose the last bylaws that give us the right to act on our authority. We still HAVE the authority to take charge of this party. But I believe we are about to lose it—possibly the party, itself--at January’s meetings. The time has come to stop being complacent, stop feeling that you can’t make a difference. Former Congressman Frank Riggs on the revelation that over the past 20 years. Congress' Office of Compliance has paid more than $17 million for 264 settlements and awards to federal employees for violations of various employment rules including sexual harassment: This is an outrage! No wonder the public has such a low opinion of Congress and so little trust in our political leaders and government in general! I was a member of the "Gang of 7" in the 102nd Congress (seven newly elected Republicans) who forced disclosure of wrongdoing at the House Bank and Post Office. Gang_of_Seven Just for the moment, I wish I was back in Congress so I could force disclosure of these settlements that used taxpayer funds as "hush money" and compensation for the claimants. The Congressional Accountability Act, which was the first bill in the 104th Congress (and part of the Contract With America), and which I co-sponsored and managed on the House floor, applied the same employment rules that Congress has imposed on the private sector on Congress itself (that is, until they exempted themselves from Obamacare!). It now clearly needs to expanded to specifically include sexual harassment and assault by members or employees of Congress! Congressional_Accountability_Act… Members of Congress shouldn't be able to hide behind the shield of immunity or sealed settlement agreements. The current members of Congress need to stand up and demand full public disclosure of the facts and circumstances surrounding these settlements. Phoenix City Councilman Sal DiCiccio: Mayor Stanton has announced he’s running for Congress, and two of the other Councilmembers – Kate Gallego and Danny Valenzuela – have announced they’re running for his office. While we don’t know the date of that election yet (the clock starts ticking once the Mayor actually resigns), we do know one thing for certain: our next Mayor will face the biggest challenge in the history of our City. That’s because we are broke. In addition to a budget deficit of about $15 million per year, the City owes in excess of $5 BILLION in payments to our underfunded pension plans over the next few decades. This is why – despite record high revenues – we have crumbling streets, failing bridges, and bursting water lines, not to mention being over 500 police officers short of where we need to be to ensure your safety. So as these campaigns kick off, remember we really only have three options going forward:
- We can raise taxes again, or
- We could cut services, or
- We can take the monies currently lined up to pay for our massive light rail expansion, and instead use those funds to pay down our debts and fix our streets.
To me, the choice is clear: we can’t afford another massive tax increase, and it would take a truly enormous increase to address our problems. We also aren’t going to be able to – as much as I would like this option – cut City staff and non-core services enough to close the gap. To me, that leaves only Option 3. We can’t afford a massive expansion of our light rail system, knowing that to do so is only going to permanently increase the hole in our operating budget. So let’s use those monies to pay down our debt and fix our roads.That’s my vote. And before you cast yours, I’d ask you to put the same question to each of the candidates: are you going to raise taxes, cut services, or eliminate our light rail expansion? There is no fourth option, and any candidate who can’t or won’t answer this question has absolutely no business in the Mayor’s office. None.
Congressman Andy Biggs on the current transition at the Consumer Financial Protection Bureau: “I support President Donald Trump’s designation of Mick Mulvaney as Acting Director of the Consumer Financial Protection Bureau (CFPB). The President was well within his constitutional right to make this appointment under the Vacancies Act. The Obama administration created the CFPB to be one of the most powerful and least accountable agencies in U.S. history. The agency was designed not to be accountable to anyone, including the President and the U.S. Congress. I trust that Acting Director Mulvaney will refocus the CFPB’s efforts to actually protect consumers and away from a bureau that served the whims of their Director.”
Phoenix City Councilman Sal DiCiccio: I want to congratulate the City of Phoenix Police Department on their excellent police work on Nov 21. That morning, Phoenix PD served a warrant to search a home near Camelback. Three individuals were arrested and booked with multiple drug charges, weapons charges, and warrants. During the search, police discovered 11 grams of meth, 5 grams of heroin, oxy pills, suboxone, a stolen trailer, 4 handguns, 4 shotguns, and 6 rifles. It was determined that 2 of the shotguns and 4 of the rifles had been recently stolen in a burglary in Paradise Valley.
Congressman Andy Biggs on the potential inclusion of a Deferred Action for Childhood Arrivals (DACA) deal in the end-of-year spending bill: “As Congress approaches another government funding deadline, I am encouraged by Speaker Paul Ryan’s comments that lawmakers are not planning to tie DACA reform to these negotiations. Congress should pass single-subject legislation, which maximizes the transparency of our votes to constituents. It would be a grave mistake to add DACA reform to the spending bill. Before we consider any immigration reform, we must secure our border and fully enforce all of our current immigration laws. We need to build the wall, increase the number of Border Patrol agents, and augment the technology along the border. The American people expect us to fulfill our commitments and we cannot shirk our responsibilities.
