Over This Past Weekend a long article entitled Diane-Douglas-Arizona's-Queen-Of-Common-Corewas floating around. Parents have every right to be angry that Common Core hasn’t been completely wiped from Arizona schools as promised. Douglas will have to answer to that complaint herself and explain the constraints she has faced. Obviously, she couldn’t make the hated Common Core disappear with a snap of the finger as she was sworn into office. Nor will the Dept of Ed get by with “putting lipstick on a pig,” while concerned parents stay on their toes.

In reading the postings, something caught Briefs attention – as to distribution of unapproved literature inside county/state mandatory meeting rooms. In 2004 or 2005, when Lyle Tuttle was the Maricopa County Republican Chairman, someone slipped into the mandatory meeting room early that morning prior– leaving white supremacy literature on chairs. Tuttle immediately had the offensive flyer removed. The culprit had disappeared prior to discovery.

To prevent a reoccurrence, the then MCRC Executive Board ruled that in the future only committee approved literature, including campaign flyers, resolutions, proposals, announcements, etc would be allowed in the meeting room (via a packet of approved literature distributed to the PCs as they registered and gathered their ballots.) No unauthorized literature can be distributed or placed on the meeting room chairs on the meeting day. This is a good fund raiser, as a fee is charged for inclusion in the approved literature packet. The MCRC Exec Committee also deemed that groups requesting information be placed into the PC packet also purchase a display table for the mandatory meeting, according to former MCRC Executive Director April Riggins. This helps cover room rental.

In January 2016 or 2017, some of the anti-Common Core members (who were probably unaware of the literature rules), placed flyers on chairs inside the MCRC meeting room. Riggins, (who wasresponsible for organizing and overseeing operationsfor that mandatory meeting) escorted three of the violators out of the meeting room. She reported removing a couple of the anti-Common Core individuals a second time.

While Briefs is in agreement with the parents wanting to get rid of Common Core (which should never have been approved in the first place), protest groups are expected to abide by the same rules that apply to other groups wanting their literature displayed at mandatory meetings. By the same token, GOP leaders need to apply the same rules to all groups wanting to voice an opinion – which has not always been the cases at recent meetings. – ft

State Treasurer Jeff DeWit announced during the State Board of Investment meeting that the Permanent Land Endowment Trust Fund, also referred to as the Schools’ Trust Fund, has hit a record market value of more than $6 Billion. Even with increased distributions totaling more than $793 million to Endowment beneficiaries, which is more than three times that of any previous treasurer, the endowment has grown in excess of $1 billion during DeWit’s tenure. “Credit for this achievement goes to the dedicated work of Senior Portfolio Manager Tim White who has managed the fund for nearly 20 years, along with the rest of the investment staff, and the members of the State Board of Investment,” DeWit said. DeWit, who is chairman of the State Board of Investment, also noted that the Treasurer’s office reached another milestone in January with the month ending value of all investments at $15.85 Billion, an all-time high for assets under management. State Trust Land and the Permanent Endowment Fund were established by Congress when Arizona became a state and are governed by the Arizona Constitution. Proceeds from state land sales are deposited into the Endowment; the Endowment is invested and managed by the Treasurer’s office, and earnings from investments are distributed by the State Treasurer to the Endowment’s beneficiaries, of which more than 87% goes to Arizona K-12 education. As a statewide constitutional officer, DeWit serves as the state’s Banker and Chief Investment Official for the State of Arizona, and Chairman of the State Board of Investment. He is charged with the prudent custody and management of taxpayer monies and oversight of more than $15.8 Billion in assets under management.
