CALL TO ACTION:At post time there was still no word that HB2012 would be heard by the House Rules Committee TJ Shopedown in the hallow halls of the Capitol. Rules Chairman TJ Shope and Speaker Javan Mesnard LD17 - speaker of houseJD Mesnard (two peas in a pod, according to fellow lawmakers) have been sitting on HB2012 since Feb 28 because it would allow only two proxies to be carried by precinct committee at state, county and legislative district political meeting in Arizona. Others reports that Gov Doug Ducey is calling the shots on this one. Let’s face it folks, the Establishment doesn’t want that bill passed because allowing PCs to gather up handful of proxies keeps them in power when mandatory county/state election time rolls around in January. It doesn’t matter that Grassroots PCs are fed up with what they are witnessing at LD, county, and state meeting as Establishment/RINOs continue their strangle hold on the party. Voters only get one vote at primary and general elections, so it hardly necessary to have proxies for LD, county and state meeting. You’ll hear every excuse in the book for maintaining the status quo from the “proxy pigs”, “cow belles” (or cow bells, whichever you prefer to call them), and the party control freaks. Their propaganda is mostly hog wash to maintain party control. Legislators can put a stop to the misuse and abuse of proxies, just as they stopped ballot harvesting – if they have the cojones to do it. Voters need to immediately contact their legislators and politely remind them that you expect them to stay on top of bills that will help clean up “Arizona’s swamp.” – Editor Frosty Taylor

A State Capitol Insider strongly suggested that  Briefs readers should be reminded of some legislative history. The well-placed source recalls that TJ Shope is a self-described, "Chamber of Commerce Republican" who voted for AZ's jan-brewer  2017 2Medicaid expansion in 2013 when then-Gov. Jan Brewer formed a coalition of Democrats along with 9 RINO Republicans (Carter, Brophy-McGee, Coleman, Dial, Goodale, Orr, Pratt, Robson and Shope) to roll the Republican Caucus!  One may wonder how a Medicaid Expansionist could come to chair the very powerful Rules Committee AND also serve as the Speaker Pro Tempore?  Oh yes, that's right...Speaker JD Mesnard also participated in the Brewer-led coalition!  That is, until the very moment he pushed his button to vote against it! Brewer's dark-of-the-night special session was a surprise attack called without notification to the majority of the Republicans.  They opened session late at night with a quorum of only Democrats and Republican Traitors.  They immediately voted to suspend the rules and then rammed through Medicaid Expansion in the wee hours of the morning...no hearings or public testimony and no questions answered by coalition members during COW debate.  Mesnard reportedly helped plan the Special session and for reasons unknown, he "took cover" and ultimately voted against it.  Hypocrisy at the highest level as he stood on the House floor and chastised his fellow RINO Republicans for planning the attack!

   Mesnard has appointed Shope as Rules Chairman AND Speaker Pro Tempore.  Both positions serve at the pleasure of the Speaker and are positions that are reserved for close confidantes who share similar political thought and ideology.  This arrangement is in no way a coincidence, the sources claims. It is a well thought out arrangement that gives the Speaker ultimate control for bills moving through the chamber and also controls all activity occurring on the House floor.  Now Mesnard and Shope are sitting on HB2012 for derailment. The source says, “C'mon Grassroots...let's give 'em hell and put some pressure on these RINO's.  We need this bill to become law so we can rid ourselves of the McCain-backed Paper Proxies!”

kelli ward 2018Reports In From DC Before Sun Up this morning say, “Texas Billionaire Andy Beal has cut a $500,000 check to a super PAC supporting Arizona Republican Senate candidate Kelli Ward. The donation makes Beal, a banker and poker player, the single biggest contributor to Kelli PAC this cycle. Ward, a firebrand conservative, is running in the primary against former Maricopa County Sheriff Joe Arpaio and establishment-aligned Rep. Martha McSally.”

Jim Dutton to To Richard Breyer: I make no false accusations about your wife and would never have considered posting any of this in a public setting had not Lynne began this campaign to ruin AZRA and drag my name and others through the mud. 3-7-18 Briefs As to her being a liar I have proof (yes I kept all the emails). Lynne sent out an email to a number of AZRA members, stating that I had called NFRA President Willes Lee“every name in the book” in my email response to his interjection into the State Chapter’s affairs. Those of you who actually take the time to investigate FACTS in order to refute FICTION should go back and read those emails. The truth is that in my entire email to Mr. Willes Lee, I only referred to him as Mr. and Sir and not one time in any derogatory fashion. Lynne fibbed. She also fabricated about CidDeLa Fuente giving Wes Harris the bank account number. Even now she acts as though facts don’t matter because she was successful in not letting them be heard at the Board of Directors meeting. The disruption, shouting down, and name calling of her ilk, turned the meeting into total chaos and still only mustered 13 votes but enough to defeat the 2/3 necessary. Maybe people should watch her video, so they can see what type of folks she has supporting her? Folks that are not willing to hear both sides before passing judgment, and don’t seem to care if their Treasurer violates the bylaws and are willing to destroy a good conservative organization by creating their own out of thin air and fabricated justification. I don’t intend to continue this back and forth in the Briefs. It is quite clear to me that even if solid evidence were presented, Lynne would find some way of twisting it to suit her agenda. LD24 PC Timothy Lee: Republicans across Arizona, who have been elected in their respective locales, have always been Pinto Republicans. They are NOT Conservative. Many hide behind the non-partisan or “constituent serving” veil. They routinely vote YES on tax increases, fines, permits, fee increases and franchise fees. They are proficient in lathering on government intrusive laws, ordinances, expensive local building code mandates and costly administrative rules, as well as, more burdensome regulations. Their budgets get bigger and bigger, each ensuing year. With immoral friends like this in politics running our government, who really needs a toothless, meaningless Party structure?

tom morrisseyTom Morrissey, Past Chairman AZ GOP: To see what is occurring in our state party and our Republican "Representative" Legislature is extremely, and I do stress the word "extremely", disconcerting.  The effort being led by Archie Dicksion to limit proxies to two per person is apparently being held up in the legislature and no one is explaining why that is so. So, Mr and Mrs Legislators, I want to make you aware of the fact that whoever is responsible for this will be remembered in November, if not before. The total disregard for the will of the people is no longer acceptable and we will make you aware of that in this coming election cycle.The fraud and abuse inherent in the present process of​ one person carrying as many proxies to meetings as they can physically handle is absurd, abusive and flies in the face of "one person one vote".  Why, should anyone be allowed more than one vote when the single vote is what the rest of  the ​world uses to express their opinion and wishes in elections? When OUR representatives do not represent us it is time to see to it that they are fired! If they​ lay​ down on us, we WILL do the same to them.  If that means that the Democrats take over the legislature and governor's office that will be no one's fault but their​ own. We send them to office to represent us and if they do not, or can not, do that then we will find someone who will.  I urge everyone who reads this to get active and spread the word to your representatives that you are "mad as hell and not going to take this anymore." And if they do not react according to your will, then not only should you not work for them in this coming election season but you should work against them.  Then maybe they'll get the message.  Rise Up! LD21 PC Randy Miller: Has anyone in our legislature really looked at just how deep the hand of George Soros goes in all the organizations that work to destroy our country?  Not just our country but many others that operate on a "Capitalistic" model and based on Constitutional principles, giving freedoms and liberties to the people to govern themselves?  And why are so many in our U.S. Congress taking money from him and supporting his causes knowing what his ultimate goal is? LD21 PC Randy Miller Announces For Senate Seat: My name is Randy Miller and I am running for the Arizona Senate Seat in LD 21. I am a retired Senior Deputy Probation officer. I worked all my life following the law, treating people with respect and compassion under the law, and as an equal. I've seen success, failure, heartache and loss of life in our communities. I've witnessed failed policies and successful ones and the impact, both good and bad, they can have. Our voices have been unheard, our dreams have been overshadowed and our concerns have been ignored. Government has gotten out of control. They spend without accountability, create new laws but enforce only those they want, and lost sight of their purpose. Frank Riggs 4Supt of Public Instruction candidate Frank Riggs: On Monday, Governor Ducey convened an important meeting at his state capitol office with school district superintendents, and police chiefs and sheriffs from around the state, to hear their suggestions on the need and ways to improve school security and student safety.  Instead of attending this very timely meeting, incumbent Superintendent of Public Instruction Diane Douglas was four hours away campaigning for reelection.  It says a lot about her priorities and how she views her role as the head of the Arizona Department of Education overseeing ("superintending") our state's 2,000-plus public schools educating 1.2 million students in grades K-12. I can't think of anything more important than the safety of our students and those who educate and work with them.  I will bring to the job of Superintendent of Public Instruction a deep background and expertise – and a proven leadership record - in both law enforcement AND education.  As a police officer and deputy sheriff, I worked both patrol and investigative assignments and managed crime prevention programs and community relations, a role that took me into schools on a frequent basis.  Working with youthful offenders, I realized as Frederick Douglass said, "It's easier to build strong children than to repair broken men."  That realization led me into education where I've worked as a school board member and president, a charter school president, and CEO of an award-winning national education nonprofit, as well as a teacher, coach and mentor.As a U.S. Congressman, I chaired the House of Representatives' Subcommittee on Early Childhood, Elementary and Secondary Education and in that capacity authored and passed through the House the Juvenile Crime Control and Delinquency Prevention Act.  My record on crime and law enforcement related legislation can be found here: frank riggs/Crime+and+Law+EnforcementAs Superintendent, I will work with our school leaders and law enforcement professionals to better protect our students and educators.  I want every school to be a vibrant – and safe – learning community!

ELECTED OFFICIALS COMMENTARY

bob burnsCommissioner Bob Burns yesterday docketed his dissent opinion in the Arizona Water/Cornman Tweedy matter that involved the extension of Arizona Water Company’s service area. Burns believes that the possibility of regulatory abuse or regulatory over-reach creates a grave concern as to future actions of the Arizona Corporation Commission and the potential adverse impacts on regulated companies and their rate payers. Arizona Water Company, a Corporation Commission regulated utility, after being granted a legal order by a majority vote of the Commissioners was, through a highly irregular process, ordered into settlement discussions with a developer, Cornman Tweedy (a Robson Company).  Cornman Tweedy opposed the majority vote of the Corporation Commission.  After reaching a settlement, as ordered, it seems the settlement was viewed as too good of a deal for Arizona Water Company and the settlement was amended by the Corporation Commission to reduce the benefit to Arizona Water Company. The end result is that rate payers will eventually pay higher rates than they would otherwise because of the additional cost of the benefit received by Corman Tweedy.  Some might ask why Arizona Water Company was not more aggressive in its opposition to violation of its due process rights caused by the irregular process used in this case.  Arizona Water Company is a regulated utility with a number of divisions continually requiring Corporation Commission decisions.  To aggressively protect its rights could be viewed by some on the Corporation Commission as defiance.  Few, if any, regulated utilities want to be viewed as defiant of the Corporation Commission.  To that point, in the very next item on the same open meeting agenda Arizona Water Company was requesting a rate increase for one of its divisions.
