At today’s State Board of Investment (BOI) meeting, Arizona Treasurer Eileen I. Klein announced stellar investment performance for fiscal year-ending June 30, 2018. Assets under Treasury management are up over 2017 as are returns and distributions for state agencies, local governments, and public schools. The BOI meets monthly to review Treasury investment activities. For fiscal year-end 2018, The Permanent Land Endowment Trust Fund (PLETF) reported total market value of $5.9 Billion; a 5.27% increase over 2017, earnings distributions to public schools of $294.8 Million; a 9.36% increase over 2017, and a 9.09% total return from investment activity. The return performance beat the Treasury benchmark and the largest Pension system in America. The PLETF’s 10-year average return came in at 7.73%; beating its 10-year return through June 30, 2017 by 1.17%. As previously reported, PLETF distributions to schools for fiscal year 2019 are expected to be $26.5 Million more than in 2018. Increased distributions are a product of better portfolio performance and greater market value and are beyond those related to Prop 123 which increased the percentage of distributions to schools.For fiscal year-end 2018, State Agency and Local Government Pools reported total market value of $9.4 Billion; a 6.1% increase over 2017 and earnings distributions of $132.4 Million; a 67.3% increase over 2017. Earnings contributed $28 Million to the State’s General Fund; a 43.7% increase over 2017. “Some of the results for the State Agency and Local Government Pools comes from rising interest rates, but a lot of credit goes to the smart strategies employed by our portfolio managers,” said Klein. “And with the Endowment’s great success, we can now distribute a larger chunk of vitally important money to our public schools in FY 2019,” Klein added.Klein reported that the Treasury’s Operating Balance, its cash-on-hand to pay state bills, rose for 3 consecutive months ending June 30 with an average FY 2018 balance of $1.8 Billion.“Our strong performance for fiscal year 2018 is a product of the sound investment policy set by the State Board of Investment. With the Board’s guidance, we are positioned for similar results in our new fiscal year,” Klein added.

American Post-Gazette’s S. Adams: My bad. In response to the many folks pushing back on my most recent post regarding recommendations for primary votes in the messy District 28 race, I throw myself prostrate on the ground and beg your forgiveness. Is it possible to just ignore District 28? Except for the patriot-warrior Maria Syms, this central Phoenix district has been pretty much a lost cause for years. Until Ms. Syms, won, there hadn't been a conservative legislator in that district since, well, never. And here's the explanation--not an excuse, because there really isn't one. RINO Kate Brophy-McGee is a fake Republican. Even calling her a RINO is a bit of a stretch. Her opponent, Ken Bowers, is a nice fellow, and the only reason for recommending him is because he's opposing Ms. Brophy-McGee. Now the real treat: Obviously American Post-Gazette strongly supports Syms. Recommending Kathy Pappas-Petsas was a mistake. Since she and Ms.Syms are the only two running in the Republican primary, both will be on the November ballot. My thoughts were, as bad as Ms. Pappas-Petsas is--and according to our readers she is as bad as Hillary Clinton--her election would help secure a Republican majority in the House. That is the only thought I had. In retrospect--and pointed out by many readers including those voicing their concerns on MCRC Briefs--we on the right need to maintain strict qualifications for supporting someone, even if it means losing majority control. I hear you. Mea Culpa, Mea Culpa. Thank you for your responses and your unflinching patriotism.

Activist Frank Thorwald: Unfortunately the resolution filed by Congresswoman Debbie Lesko.  Introduced H.Res. 1026,  is  not a bill; it is a Public Relations stunt to confuse people into thinking she doing something. A resolution has no more meeting than two people saying hello in passing.

Cirilo DeLaFuente, CEO/Founder Conservative American Latino Organization: Most people think that Primary Election Day is August 28.  It should be identified as the last date to vote in the Primary, but the Primary Election started with Early Ballots mailed out August 1.  Early ballots, which comprise 70-80 per cent of all ballots cast,  are the key to winning or losing Primary Elections in Arizona.  Our wonderful state  as well as our party and our country is in so much turmoil but that is what you can expect when candidates will say anything to get your vote.  Most candidates who run as Republicans say they are true Conservatives/ Republicans , but are Republican In Name Only (RINO).  I can go around and around with this and a lot more but we all have heard it and, frankly, most of us are tired of it.

     We have all or heard these words which form the foundation of our Declaration of Independence: "We Hold These Truth To Be Self- Evident, That All Men Are Created Equal, That They Are Endowed By Their Creator With Certain Unalienable Rights,That Among These Are Life, Liberty And The Pursuit Of Happiness.” You hear that phase a lot but the words that follow create the structure that sets the overriding central idea for liberty and Justice for all "That To Secure These Rights, Governments Are Instituted Among Men, Deriving Their Just Powers From The Consent Of The Governed ( We The People )!

     In short, many politicians believe "the people" derive their power from the government, while our founding fathers established the fact that government derives it's power from the people.  Remember your vote is power for who you want to not only represent you but to work for you. As we get our early ballots and all the mail info of who is good for the good of the state and who is the best to represent all of us on Washington Street and in Washington D.C. Take the time to truly do the homework on all the candidates.  This election will be a make or break for this Arizona and America.  Please commit to do what is necessary to protect and defend the state I have come to love and call home.

Brian Reilly, Former LD22 PC:Governor Ducey recently promoted the idea there is a “new culture” between residents and law enforcement officers. Ducey commented in a recent news report “It seems like there is almost a push out there where people are pushing back at the police rather than talking about what their responsibilities are as law-abiding citizens. They’re trying to talk about what their rights are and they’re being confrontational.”

     Governor Ducey, why do you mischaracterize citizens asserting their Constitutional rights as “pushing back at the police” and “being confrontational”? Could it be that the citizens are simply standing up for their Constitutional rights that are being abused by law enforcement? With all of the legal issues that were initiated by the former management of the Maricopa County Sheriff’s Office, and the violation of the rights of individuals that were adjudicated, and with the MCSO’s failure to follow federal court orders to follow the 4th amendment to our Constitution, is it any wonder, trust in law enforcement is low? On a national level, it has been discovered that the upper echelons of our premiere law enforcement organization, the FBI, has participated in a trumped up, Russian collusion conspiracy investigation against the President of the United States. Given just these two examples, I find it amazing that you would question an individual’s concern about their right to be treated lawfully and respectfully by law enforcement. To give law enforcement our complete trust, within the current law enforcement culture, is naïve. I could mention many more examples of abuse, but space does not permit. When law enforcement does not respect the Constitutional rights of the people they serve, the result will be conflict, and ultimately, anarchy. Mutual respect is the solution, and adherence to the Constitution by law enforcement and the citizenry is a prerequisite to achieve mutual respect. I fully support law enforcement that respects the rights of the citizens it serves.

     Governor Ducey is, in my opinion, unworthy to be reelected when he sees fit to criticize the people he serves because they stand up for their Constitutional rights when faced with abusive law enforcement operating unlawfully under the color of law. Arizona needs a new Republican Governor who understands the Constitutional balance between law enforcement and the citizenry. Arizona needs a new Republican Governor who understands and abides by our Constitution. Ken Bennett understands the U.S. Constitution.

GAYNOR OVER REAGAN FOR SOS

Secretary of State Michelle Reagan is one heartbeat or one resignation away from being Governor. American Post-Gazette has opined before about how poorly Reagan has performed in her office and the thought that she could ever be the Ninth Floor occupant should cause night tremors for even the strong of heart. One of her more grievous sins has been her caving into a lawsuit brought by the radical League of United Latin American Citizens (LULAC), a racist organization that supports open borders and includes members demanding the southwestern United States being returned to Mexico. LULAC filed in federal court with the intent of throwing out Arizona’s common sense voter identification law. Simply put, Arizona law requires that you prove your citizenship in order to vote--gee, what a concept. The law has been upheld by the courts, including the U.S. Supreme Court. However, that’s not good enough for anti-Americans who want to thwart the will of the American voter. Unfortunately, current federal law allows anyone to vote in federal races (President, Senate and House) without proof of citizenship. LULAC has been trying to expand that to all state and local races as well. Instead of fighting the bigger issue--changing federal law-- Reagan caved and they agreed to keep things as they are. And Reagan claimed that was a victory. Not a warrior’s mentality.

     There is an alternative: Businessman Steve Gaynor. He’s self-funding his campaign after three-decades of running successful companies in Arizona, California and Colorado (but open to donations, of course). He’s lived in Arizona for 37 years. (Sadly) he’s a Harvard Business School grad--but not all Ivy Leaguers are crazy lefties.  Some critics point out that over the years he has contributed to Democrats (as well as Republicans). The reality is that you can’t be successful in business in California and Colorado (and occasionally in Arizona) without playing the game. Remember, not too long ago Donald Trump was a registered Democrat and held many fundraisers for them. Gaynor is a life-long Republican and has donated to Republican candidates and causes for many election cycles, including Arizona’s entire Republican Congressional delegation. On his website, he declares he is, “a strong philosophical and fiscal conservative“ and that he is “Pro-Trump, Pro-Second Amendment, Pro-Life, and Pro-border security.” Sounds like a winning--and credible--combination.

     On the Democratic side there’s State Senator Katie Hobbs, who, in her own words, has been a social worker for 25 years. Well, of course, she has. And now she wants to be Secretary of State, and, no doubt, Governor. Night tremors do not even begin to describe the horror of either of those coming to pass. - S. Adams

1. You cannot make the poor prosperous by making the wealthy poor.

2. What one person receives free, another person must work for and not receive.

3. The government cannot give to anybody anything that it does not first take from somebody else.

4. You cannot multiply wealth by dividing it!

5. When part of the people realize that they do not have to work because the other part is going to take care of them, and when the other part realizes that it does no good to work because somebody else is going to get what they work for, all fails.

Congressman David Schweikert: As the House of Representatives wrapped up the last week of session for July we spent the time voting on very important bills and discussing legislative ideas for the remainder of this Congress. This week votes included bills to help modernize and improve access for individuals to HSAs and to help lower premiums. This week I also introduced Valley Fever legislation that will create a breakthrough for research on this orphan disease. This legislation will revolutionize how hospitals collect clinical data, while also protecting patient privacy. This summer session has presented a hard-working and successful work period. I am thankful for all of the constituents that have come to visit Washington, D.C. and I very much look forward to seeing Arizona's 6th district constituents as we head into August.

Congresswoman Debbie Lesko: Keeping Americans safe and providing for the common defense is the primary role of Congress. I was pleased to support the NDAA for FY19 last week which authorizes funding for 77 F-35 Joint Strike Fighters that pilots train for at Luke Air Force Base in our district. Additionally, the NDAA provides our men and women in uniform with a well-deserved pay raise of 2.6%, the largest in nine years. Rebuilding our military and restoring our readiness capabilities are challenges that cannot be solved overnight, but this legislation sets us on the path towards a strong, capable defense. Congresswoman Martha McSally: I sat down with The Washington Examiner to discuss military readiness, close-air support, North Korea, Afghanistan and the day in 1993 when I stared down the Air Force chief of staff. The two-year defense budget deal was an important step in the right direction for closing the military readiness gap, but it is just a tourniquet on the wound. It’s going to take many years and increasing the total force number, for us to get to where we’re in a much healthier place and our forces are properly prepared.
