Although some think that “Carl Grande” is a figment of someone’s imagination, I would like to reply to him/her/it/them. Mr. Grande concerning your recent e-mail, let me see if I’m reading you correctly. You think because Marianne Ferrari is a lesbian that she must be for gays in the military and for same sex marriage. Do I have that right? Or, oh my goodness, maybe you’re bothered because she’s from NEW YORK! or attended Northwestern University!! WOW that’s all really serious stuff! Thank you for telling us. And, then you accuse her of “attacking the conservative agenda”. Do you assume that simply because she’s gay? I just want to be really clear on all of this in case someone asks me about it. Or, maybe she’s trying to save the conservative agenda. Have you ever thought of that? Do you know Marianne, Mr. Grande? Have you talked with her about all of this? Have you told her why you are bothered? To not do so would be a bit cowardly, don’t you agree?
Lines a successful chairman? If we felt he is doing his job, so many of us in this “merry band of misfits” wouldn’t be working to remove him. It definitely needs to be looked into further with more research done and questioned on its legal status and validity of being allowed to continue / if it has ever been legal. Supposedly our State House / Senate has legal staff who are supposed to look into the Constitutionality of all bills that come up for discussion. There are a lot on the books that are questionable.
Former Maricopa County Treasurer ‘Hos’ Hoskins: PC21 Randy Miller’s comments about property taxes in 8-8-17-Briefs the regarding the Sun City school tax "exemption". Actually, it isn’t an exemption but a result of Sun City properties not being located within any school district. Sometime back in the 60’s Sun City was part of the Dysart School District. Enough Sun City residents got elected to the Dysart School Board to limit property taxes levied against their homes. Other homeowners outside of Sun City were upset with the lack of sufficient funding for their school and organized an election that redrew the boundaries that left Sun City not being within any school district. Subsequent legislation was passed to preclude this from happening with other school districts.
As to “non-primary” residence taxes, this is the result of legislation passed about 10 years ago that makes residential properties that are not the owner’s primary residence ineligible for the State Aid Credit. The SAC is paid out of the state general fund and is applied to the primary school tax based upon a formula provided by the Department of Revenue. It has been about 40-45 percent of the total primary school tax levied against primary residential properties. Since Sun City residential properties are not in a school district and are not subject to primary school taxes they do not receive the SAC. Your primary school tax and SAC can be found on your tax bill or you can access a detailed property tax statement at: www.treasurer.maricopa.gov

Several Expected Changes to the Empowerment Scholarship Account (ESA) program at the Arizona Department of Education (ADE) are on hold pending the results of a referendum filed late today. The changes outlined in Senate Bill 1431 included an updated application for Arizona students who were not previously eligible for the program. The new legislation was passed by the State House and Senate and signed by the Governor, earlier this year. ADE and ESA staff will await further information from the Secretary of State’s Office as to the final validation of petitions related to the referendum. If the number of signatures submitted is eventually deemed insufficient, ADE will enact the changes as originally planned. If the measure is referred to the ballot, ADE will plan await the results of the election before taking any action related to Senate Bill 1431. · HB 2216 (Rep. Paul Boyer, R-LD20) makes it unlawful to require a person to use or subject themselves to electronic firearm tracking technology, a component of "smart gun" technology that limits the operation of a firearm as well as tracking its location and logging its use.
· SB 1122 (Sen. Gail Griffin, R-LD14) prohibits a city, town, county, or the state from requiring the search of any federal or state database as a requirement for transferring personal property, such as your firearm. Passage of this law should help complicate efforts we expect to see requiring "universal background checks" on private firearm transfers in Arizona.
· SB 1344 (Sen. John Kavanagh, R-LD23) is the AzCDL-requested bill that clarifies that state and local governments cannot regulate the possession of weapons by employees or contractors in or on their privately owned property or vehicles. This bill grew out of over-zealous local governments believing they can control all aspects of an employee's or independent contractor's private life.
AzCDLUpdate 2: Ballot Measure Reforms -- The Constitution of Arizona, along with several other states, contains a provision influenced by the "Progressive" (i.e., Socialist) movement of the early 20th Century. This provision allows for changes in state law, or even the Constitution itself, via a "citizen initiative" ballot measure bypassing the legislative process. All that's required to put an issue on the ballot are petition signatures from a small percentage of registered voters. Unlike other states, once a citizen initiative ballot measure is passed in Arizona it can never be overturned by the Legislature.
Billionaire and former New York City Mayor Michael Bloomberg has been exploiting this weakness in state constitutions to further his drive to disarm law abiding Americans. In 2014 he successfully used the ballot measure process to achieve gun owner registration via "universal background checks" in the state of Washington. In 2015, the Oregon legislature accommodated Bloomberg by passing similar laws. In 2016, a Bloomberg backed ballot measure passed in Nevada. We expect to see a Bloomberg backed ballot measure calling for "universal background checks" in Arizona, possibly in 2018.
This year the Legislature passed, and the Governor signed, two laws that restore integrity to Arizona's petition gathering process for ballot measures.
HB 2244 requires strict compliance to the ballot referendum constitutional and statutory requirements.
HB 2404 prohibits payment to petition "circulators" based on the number of signatures collected. It also invalidates signatures collected by a paid circulator who fails to register with the Secretary of State. New provisions have been added for challenging a ballot measure. Apparently this new law is so threatening to those who want to take your rights away that a ballot petition has already been filed to overturn the provisions of HB 2404 in 2018.
We expect bigger challenges next year. Those who want to disarm you, realizing that there is little chance of restricting your rights at the national level, are redoubling their efforts at the state level where they have the greatest chances to succeed. Arizona is their number one target. Stay alert. Don't succumb to "Trump Sleep."
